China plan to allow foreign companies such as Visa Inc., MasterCard Inc. and other electronic payment processors to set up bank card-clearing operations, to open up China’s financial sector. China UnionPay Co. currently holds a near monopoly and foreign firms have been eyeing the China market for years.
